Every answer has to be defensible to somebody.
A citizen, an auditor, or a court.

That is the design constraint, and it is a useful one. It rules out systems that cannot show their sources, cannot restrict what a given officer may retrieve, or cannot produce a record of what happened months later.

Within it, the work is substantial: records that nobody can search, case notes written from scratch, correspondence composed by hand, eligibility questions answered by whoever has been there longest. All of it is preparation, and all of it can be prepared with the source shown.

We deploy where the mandate requires — inside your own infrastructure or a sovereign cloud region — using models that run there. Nothing depends on a service call leaving your boundary, because in this sector that is usually the thing that ends the conversation.
